For indoor supervision, you might consider gating off the area of your house that leads to the garden. This way, she can have some freedom to roam while staying close to the door for emergencies.
Take your puppy outside frequently until he pees or poops, and you’ll see he can be trained. The only hard-to-train puppy I knew was forced to pee inside because her owner didn’t take her out. Start training early to avoid this problem.
As this doesn’t look like typical canine behavior, I would consult a licensed trainer. Depending on where you acquired her, you might not know, but before you received her, was she kept in an unclean container or small space all the time? I’ve heard of puppies that struggled with potty training if they were simply left to sleep in unclean settings while still at the breeder—a condition known as dirty dog syndrome. It may or may not be the case in this instance.
