Younger dog is meticulously groomed by older dog till she resembles THIS. Is this typical? I stop him when she snarls at him since it bothers me and Billy occasionally, even though it seems like he's always grooming her

To start with, how adorable! Oh, that darn baby! After a decent amount of grooming before it gets nuts, I would probably be prepared to switch to a lick-mat or a few kibbles in a snuffle mat or something similar, and I would make sure to thank the dog for making the transition. Hopefully, as the puppy grows older, this will subside. One of the things I discovered is that it’s difficult to encourage people to quit doing something if you don’t follow up to advise them on what to do in its place. For this reason, I would only provide her something enticing but somewhat time-consuming to divert her attention.
